NPP organizations across Canada are acquiring diverse services with varying degrees of risk and value. To address the nature of these different arrangements and speed up the processing time, there are four templates:
- Basic Contract for Services ($1,000 and under)
- Simple Contract for Services ($15,000 and under)
- Standard Contract for Services ($15,001 and greater)
- Special Events Licence
- Basic Contract for Services Basic Contract for Services is intended for low-risk, short-duration services such as face painters, magicians, DJs, and similar activities. The total contract value must not exceed $1,000 (plus applicable taxes).
Insurance requirements are optional under this template. The contracting authority may request proof of insurance from the contractor and attach it to the procurement file. If insurance is not requested, the contracting authority must ensure that this is appropriate given the nature and risk of the services being procured and obtain any required approvals in accordance with the NPP Contracting Policy.
This template should not be used for longer-term arrangements or for companies that offer a broad range of entertainment or event services (for example, face painting, balloons, bouncy castles, magicians, and similar activities under a single contract). These types of arrangements may present increased operational and liability risks and should instead be managed using the Simple Contract for Services template.
- Simple Contract for Services is to be used for contracts valued at less than $15,000 (plus applicable taxes) with no intellectual property ramifications. It contains basic requirements and provides an option to request insurance. The template is designed for firm cost contracts. A dollar/hour charge cannot be used with this template without modifications. For modifications, contact the NPP Procurement and Contracts Officer.
- Standard Contract for Services is to be used for contracts valued at more than $15,001 (plus applicable taxes).
- Special Events Licence is to be used for food and beverage vendors who are invited by bases and wings to provide services for special events (e.g. Canada Day, Air Show, Family Day). This licence is not a contract and cannot be used to replace a contract for services.
