2025 GENERAL ASSEMBLY

The annual general meeting of the Valcartier Hunting and Fishing Club will be held on Saturday, February 8 at 9:00 a.m. at the Sergeants and Warrant Officers Mess, Building 510 at CFB Valcartier.

Quorum

Your presence is essential, as we need a minimum quorum of 50% + 1 of the members to hold the AGA. It is vital that every member attend this meeting: if a quorum is not reached, the club may have to cease its activities (stop hunting/fishing) until a new meeting with a quorum is held. Also, it is mandatory to be present at the AGA for the drawing of the sectors for your hunting activities.

  • General information, constitution and code of ethics

    The Valcartier Hunting and Fishing Club (VHFC) is an organization within the Valcartier Base Non-Public Funds that offers hunting, fishing and vacation opportunities. The club is managed by the Base Valcartier Community Recreation Department.

    The goal of the VHFC is to improve the quality of life for its members as well as the military community. Civilians can also participate.

    The VHFC offers a range of recreational and outdoor activities on the Valcartier Base, including :

    - Moose, black bear, deer and small game hunting ;

    - Speckled trout fishing.

  • Registration Procedures

    The Valcartier Hunting and Fishing Club is open to the entire regional population, whether military, civilian staff, civilian external and/or retired CAF. You must be a member of the club in order to have access to the hunting sector and the fishing lakes. At the beginning of each year, an annual meeting is organized to assign hunting sectors.

Hunting

In order to have access to the sectors and permission to hunt, hunters must be registered as a member of the Club de chasse et pêche de Valcartier (CCPV) and have paid the hunting fees for the desired species. Hunting sectors are distributed by lottery at the annual general meeting. Hunting members must therefore be present if they wish to select their hunting sector(s).

Hunting conditions

Hunters must be qualified in the handling of their respective weapons at the time of the draw.

Small game

September 16, 2025 to March 31, 2026 / Sectors occupied during moose hunt won’t be accessible for small game hunting. During whitetail hunting, small game hunting is prohibited.

Fishing

The Valcartier Hunting and Fishing Club (VHFC) allows its members to practice sport fishing for speckled trout on the Valcartier Base territory. This year, people wishing to fish must have a membership to the club and have paid their annual fishing fee to the club. Members who wish to do so may invite guests of their choice, however members must register their guests via the website provided for registration at a cost of 45$ per day of fishing per angler.

  • Introduction
    Fishing activities on the Valcartier Garrison territory do not take precedence over military activities. The VHFC coordinates recreational, hunting and fishing activities with the military activity schedule to allow for concomitance. Authorized lakes and/or waterways not affected by military activities will be accessible to sport fishers during the fishing season each year.
  • Family Membership

    Members with a family membership (family residing at the same address) may fish under one MRNF permit;

    A family residing at the same address and fishing with two MRNF licenses will be entitled to double the quota allowed per trip.

    *A maximum of 2 fishing quotas can be taken, even if there are 3 people on this family plan.

  • Access to site and Reservation

    Only active members of the VHFC with an annual fishing permit issued by the VHFC may access the lakes and rivers of the Valcartier Base. Only one fishing right is required for a family membership;

    Members must reserve the lake online before coming to the site. Reservation slots are available the day before;   

    Military activities take precedence over club activities. Lakes may be closed without notice despite your reservation. Please check the members Facebook page to make sure it is open;
     

    • The use of personal watercraft and all rafts is not permitted.
    • Gasoline outboard motors are prohibited on all bodies of water.
  • Registration
    1. When you arrive, you will need to check in at the CTSE before entering the sectors. You must also return when you leave the sectors.
    2. It is compulsory to record the number of fish caught in the attendance register at the CTSE counter to indicate your number of catches, which enables us to keep a record of the quality of fishing in our lakes.
  • Opening Hours

    Members may access the lakes as early as 5:00 a.m.

    All anglers must be out of the area by 11:00 p.m. on the day of the event.

  • Coveted species and seeding

    Brook trout (speckled trout):

    Is the main fish species caught in our water bodies, as well as the moulac trout in Potenza Lake.

    Moulac trout:

    A hybrid species resulting from a cross between the female speckled trout and the male lake trout, the moulac trout was introduced into Potenza Lake in 2021 and 2022. 

    Each year, the VHFC seeds most of the water bodies on its territory.

    The lakes are stocked once a year, in the spring or fall, depending on military activities. The best fishing conditions are therefore present at the beginning of the season.

    Lakes and rivers

    There are 3 rivers accessible this year:

    • Rivière aux pins sud, Rivière aux pins nord and Rivière Ravana.

    * You must bring your own life jacket and emergency boat kit (Ministry regulation).

     

  • Quota

    For most lakes, the daily catch quota is 10 trout in all per permit per day and a maximum of 20 trout for a family fishing trip.

    For Potenza Lake: the limit is 2 brook trout and 10 speckled trout per angler per fishing trip. You must comply with provincial regulations, which stipulate that moulacs must be at least 45 cm long. Barbless fishing is mandatory on this lake. The chances of catching moulac trout that don't comply with regulations are high, which is why catch-and-release is only permitted on this stretch of water.

    For Lac Noir: the limit is 5 brook trout per angler per fishing trip. This lake is considered a large-trout lake, with trout reaching 12 to 17 inches or more.

  • Provincial Regulation
    All anglers must respect the provincial fishing regulations of the Ministry of Natural Resources and Wildlife (MNRW) at all times.
     
  • Specific regulations for permanent fishing
    Any person who wishes to join the Valcartier Hunting and Fishing Club or who wishes to practice sport fishing on the Valcartier Garrison territory must comply with the regulations of the VHFC and the regulations of the province of Quebec. Territory

The Valcartier Base territory offers a great potential for bear, moose, deer and small game hunting. These activities are managed by the Valcartier Hunting and Fishing Club in collaboration with the Range and Training Area Office (RTAO).  The hunting seasons for big and small game are established by the Ministry of Natural Resources and Wildlife (MNRW) according to provincial zones. The territory of the Valcartier Hunting and Fishing Club is 210 square kilometers and is mostly located north of the Jacques-Cartier River which crosses the Valcartier Base from East to West.

Border:

The western boundary borders the municipalities of Shannon,, Fossambeault-sur-le-Lac, Lac St-Joseph as well as the Forestry School of Duchesnay.

Its northern border borders the municipality of St-Raymond-de-Portneuf near the Rivière Ste-Anne Nord.

On the east side, the border runs along the Tantaré Ecological Reserve, the municipalities of Tewkesbury and St-Gabriel-de-Valcartier.
